Condoms certainly [i]reduce[/i] the risks but by no means do they [i]eliminate[/i] them or even bring them to a [i]negligible level[/i].

Condoms have significant failure-rates; they can and do sometimes tear or slip-off.

(Even with "perfect use", the failure-rate of condoms for pregnancy prevention is at least 2-3% and much higher for "typical use". These rates are at least as high for prevention of HIV and other STIs)

Answer: False negatives are possible with testing. It can take several months for detectable levels of HIV antibodies to be present in the blood of someone who is HIV+.
